remove implication tail_bow -> tail
create implication tail_bell -> tail_ornament
remove implication tail_bell -> tail
create implication tail_ring -> tail_ornament
create implication tail_flower -> tail_ornament
create implication tail_flower -> flower
create implication tail_piercing -> tail_ornament
create implication tail_piercing -> piercing

The clause about no ribbons or bows in tail ornament makes no sense given how we handle hair ornament.

The tail implication becomes redundant if this goes through, hence the removal of those implications.

tail ring and tail flower could implicate ring and flower respectively as well.

Tail ring is also for halos or flying rings around a tail, like post #3371035, which is why I left it out. I'll add the flower implication.
