That's not really a fair comparison. Cloaks are meant to be wrapped around one's body for protection, which isn't even possible with a shrug. A more apt comparison for a cloak would be to a kimono or robe, and nobody's questioning the naked_kimono or naked_robe tags.

IMHO the whole point of naked_<garment> as a concept is that it's supposed to tease the viewer with the possibility of glimpsing an intimate part, whether due to a gust of wind or the garment falling open. With a shrug, that doesn't happen because everything is already uncovered in the first place.

That post is really stretching the definition of "shrug". I would have tagged it as a cropped_jacket instead, because it's just a shortened version of her usual uniform jacket.

Of all the outfits tagged naked_shrug, the only other ones I saw that come close to providing that much coverage are post #3230333 and post #3498178. I don't know what exactly the former is but it's definitely more than just a shrug, and the latter shouldn't count as naked anything since she appears to be wearing a bandeau under it.
