[APPROVED] Tag implication: dirt_road -> road

tag implication #9268 dirt_road -> road has been approved.

Reason: All dirt roads are roads by definition. Road has never specified that it is to be used exclusively for paved roads, so I'm assuming that it should apply to all unpaved roads as well.

The distinction between dirt_road and path can be a little fuzzy, but path already implicates road so that shouldn't be an impediment to this implication.

BUR #2062 has been rejected.

create implication alley -> road

Reason: Posting in this thread as if the above goes ahead then this one should too (as a dirt road can be an alleyway), and because the logic is connected - if path implies road then so should alley.

(Edit: I realise after posting that the above argument doesn't quite follow - but an alley is either a road or a path, and path currently implies road, and I can't think of any circumstances in which the above would want to go ahead but not this)

Thinking of where this line of thought will take us makes me want to suggest instead removing the path to road implication and putting the restriction on road that it requires a minimum width to allow a horse drawn wagon/cart. Anything narrower would then be a path instead. Furthermore a road imo must be designed to allow wheeled traffic (posts like post #912542 currently in the alley tag shouldn’t imo be tagged road).

TBF, when I fleshed out the road wiki, I went with a description based on the way the tag had historically been used, not a dictionary definition. I was never all that comfortable with the way things like post #1100293 were tagged "roads", but my goal at the time was just to have a proper wiki, not overturn existing implications.

Anyway, I went through the dirt_road posts and corrected the ones that were obviously too narrow or steep for four-wheeled vehicles to path, so if we go in the direction of deimplicating path -> road, those posts shouldn't stand in the way of a dirt_road -> road implication.
