panties_over_garter_belt, pretty obviously, can't exists without garter_belt in the picture.

EDIT: The tag implication panties_over_garter_belt -> garter_belt (forum #147276) has been rejected by @Hillside_Moose.

Not all of those tags are of garter belts (example: post #2431918). Additionally, I believe that the tag name should be adjusted to be panties_over_garter_straps, or just panties_over_straps (to avoid confusion), so that all instances of such could be covered without having to have too much of a tag split (panties_over_garter_belt and panties_over_garter_straps).

Besides the above, the converse of that tag should be tagged as well, i.e. panties_under_straps (example: post #3111537).
