-1 I can imagine angles where it was apparent it is a restroom stall without showing a toilet.

I don't have to imagine those angles, since I'm the one who populated the tag in the first place: post #1094974, post #2523697.

EDIT: Also, some restroom stalls house squat toilets, which doesn't currently imply toilet either, and there are presently no guidelines on whether the toilet tag refers specifically to Western-style sitting toilets or is inclusive of squat toilets and urinals.
