I know we're calling them lingerie (cat_lingerie) and panties, but I've really been wondering if there aren't versions that are swimsuits, and as such shouldn't be tagged as lingerie or panties.

Well, as for bikinis, there does exist a cat_ear_bikini tag. It has only 2 posts under it. So in order to accept this request, maybe some tag gardening should be done about it and tag some cat ear panties as cat ear bikini.
