From a brief search, it doesn't quite seem like there's a name for them - only that kusari katabira (鎖帷子) are probably what they represent. For Danbooru, there's fishnet shorts with only three posts but I guess it's literal enough that it works? A second opinion would be great here.
Should this be tagged as toon (style)?
