This is currently tagged clothes pull, but it seems like he's putting the pants on, not taking them off, so that shouldn't apply. We have clothes tug for "clothes pulled down to cover oneself" and clothes lift for "clothes pulled up to expose oneself", but do we have a tag for "clothes pulled up to cover oneself"? Or is it just dressing?

there is putting on legwear, which can be added alongside dressing.

That's a garter belt then, it's even clipped to one of the thighhighs. I think the second post is simply garter straps + thigh strap.

I would assume this is a dress, i've seen many dresses in this style of couture, and can't remember seeing any skirt set that looked that much like a layered dress; overall more probable it is a dress, but if it is ambiguous enough to make it hard to decide which one it falls into for the average user then any of the choices works anyway
What are these legwears?
the fact it doesn't cover the feet makes me doubt those count as thighhighs and i remember seeing a tag once for this footless type of thighhigh but can't remember the name; however i'm still tempted to tag those as lace-trimmed thighhighs + fishnet thighhighs anyway
