She shares some similarities with Bloody Marie and Memento. But cross referencing for purpleeyes whitehair skullhairornament twintails does not bring up anyone who shares quite that look.

It's the base of a coffee siphon, a type of coffee maker. It's sort of interesting to watch them work, as the flask with the water reservoir has all the water sucked out of it, then the coffee ends up dropping back into the same flask. They are a bit complicated to set up and use though.
