I think it's sufficient but here are some tags:

What is the difference between pauldrons with shoulder_armor? If there are no differences, it's better to merge them into one to avoid further confusion.

There are various types of shoulder armour, of which pauldrons are one. I've never used the shoulder armor tag myself (and wasn't even aware of it) but if it is to be treated as a tag for all types of shoulder armour then pauldrons (as well as spaulders and sode) should probably implicate it. Then again a lot (but not all) of the images tagged with shoulder armor seem to be characters wearing armour only on their shoulders. If that is the intended use of the tag then the implications shouldn't be made but instead the tag needs a fair bit of cleaning.
Like I said, it isn't a tag that I've used myself, so I can't really say which of the above it is used for at present, but either way it is definitely different from pauldrons.

Personally I think shoulder_armor should be used only for special cases such as when the armour can't be categorised as one of the 4 main types (the ones you mentioned and shoulder_pads) like post #2421650 as the majority of the images with shoulder_armor can be tagged under them. I mean there's no need for tags like head_armor or leg_armor so I don't think an umbrella tag for shoulder armour is necessary.
Note: Okay so there is a leg_armor tag but it seems to be used for armour which covers the thighs and/or the whole leg, so its use is pretty unique despite the overlap with greaves.
