I think the only tags we have for windblown hair are floating hair or just wind, neither of which are very satisfactory.

There are some examples of this under peeking although it's not common.

I'd say :/ but frankly it doesn't make much difference, neither tag has much consistency in the emotions actually depicted.

I just went by the tags made by the artist, but somehow I don't think I tagged this correctly. I uploaded another image with the same girl, except that one was tagged Sakura Saber... so I'm kinda confused. I don't usually upload from series I'm not familiar with, but there's been a lack of quality Touhou art (that no one's beaten me to) so I'm just looking at the newest uploads. :/

It's not your fault, Fate tagging is a clusterfuck on both the danbooru side and pixiv side. For future reference, pink-haired saberface is Okita Souji and tagged sakura_saber, black-haired girl in military garb is Nobunaga Oda and tagged demon_archer.
The okita_souji and nobunaga_oda tags are reserved for the historical versions. Worst-case just leave it as character_request fate_(series) and somebody will eventually fill it in.
