There seem to be very different intentions behind each tag. Most images in the rough tag don't have some kind of obviously unfinished element in them, like I see in the unfinished tag.

Look like there's more overlap there, though still not exactly the same thing. As far as "unfinished" goes I'm seeing things like post #650766 that don't necessarily refer to the work as a whole (the image itself is not "unfinished": it's an "unfinished work" being depicted, which is still a concept worth tagging). work_in_progress's wiki also seems to imply that there needs to at least be multiple versions over time, though it doesn't seem to be used that strictly currently.
my suggestion on this is to cleanup/move unfinished as posts i scan could fall to work_in_progress, partially_colored, sketch/rough (or some other tag) and these all got wikis and unambiguous.
