You are missing something. The images you refer to are one-panel comics. They don't require a number of panels to set up the joke, and then a final panel to deliver the punchline; they get it all done in a single panel. post #1547567 is a good example.
It might be different if the main pool was a long story told in multiple images, but it's not. Each image is self-contained, whether the image has multiple panels or just one.
