I think we need to decide if we count doll characters or not. Medicine_Melancholy gets counted, but Shangai doesn't. Both are dolls, so this is inconsistent.
Please don't confuse doll characters with character_dolls.

Medicine's case is like android case, both are automatons but counted as personas.
About Shanghai doll, I'd say tag it as a character if it lacks many doll characteristics, like joints or being in control by someone.
For the purpose of *girls, count dolls if they act on their own.
In a very old thread, it was decided to count Alice's dolls as doll rather than minigirl even if doll joints are not visible. So they are treated as just objects controlled by Alice unless they are portrayed as sentient beings by the artist. (=acting on their own, speaking, etc.)
Medicine_Melancholy Su-san chartags:2 is in most cases 1girl.
Or did you mean character or general tags = green or blue?
