Features disabled temporarily?

I swear I saw something on the forums recently about certain features being disabled for non-privileged members in anticipation of the upgrade, but I seem to be missing it in search.

I ask because I got a PM that said: "Excuse me. Can you help me with my problem? I can't tag edit, can't post a topic or respond in forums. Can you tell me what's the problem?" from biscuit1000. He does not appear to be blocked or anything, though his level is "member". I told him I'd ask on the forums since he can't post at the moment.

Any ideas?

It's not his membership status, since I have no trouble doing either of those things.

Edit: Looks like its back again. The problem is whenever I press the edit. The mouse pointer goes up. Sorry for the trouble but I think this is a serious problem. I hope its jus t a temporary thing.

It happened again earlier when I tried to edit.
I really wonder what kind of problem is this. Once I click the edit, the mouse pointer goes up. Hope this will not happen again.
