Native Korean speaker at your service. The dash is supposed to be a part of standard romanization of Korean names, yes. It's not necessary to follow it (my name is registered in English without the dash, for example), but it's standard nonetheless.

I'd like to comment more on the spelling of the family name actually. The official spelling "Seong" is the correct romanization of the family name μ„±. Seung will be a different Korean letter.
