I think this translates to Sen Ichi, i'm just not sure if that's Sen Ichi or Senichi.

Danbooru romanization standards would have that as sen'ichi.

Same nickname, style looks somewhat similar and somewhat similar username

If not the same person, how should it be tagged? Just 41403377 or some variation of kazu sanbon?

Looks like the same, and the Pixiv account in the artist entry is dead. I just added the new Pixiv account in the artist entry.

I added her home page URL in the artist entry.
By the way, I think the name reading is wasanbon...

So I suggest the tag to be heikouidou_(seraeno).
