I take it that towels must be wrapped around the torso or at least the waist to count as clothes.
If that is correct, then these six (maybe only 5 of them) images would be exceptions impossible_towel -naked_towel
Even with those few images I think the implication would still apply. Impossible shirts look like they're molded around the breasts, and even if the towel isn't wrapped around the waist it still has the same skin-tight appearance and is being used to clothe at least a small area of the body.
On a related note, should naked towel and/or naked apron and/or other similar tags (if any) implicate nude cover?
I disagree with the notion that a towel worn around the body is clothing, it's still a towel regardless of how it's worn.
On another note, implication policy is not that complex: If any correctly tagged exception to a proposed implication is pointed out we do not create the implication, it's as simple as that.
