Would singers count as artists?

Say, someone were to upload an anime music video, or cover on here. Would the singer count as an artist? Is that applicable? Or would artist credits just belong to the ones who draw, animate, or voice?

Seems adjacent to topic #32224, since we have the unresolved issue of how to handle vocal synths in this context.

Nice timing because there's been more posts with vocal synth audio recently so I'm finally making the leap to add some tags. Right now I'm tallying exactly how many posts there are with which vocals.
