Yes that's the character, but I can't access the NND wiki's to search for character via NND tags since the beginning of this year. When I try to access it all I get is this:
So I don't know how to tag the black hoodie character.

Niconico extended the geoblocks they've implemented previously on Nicoseiga et al to Nicopedia back in February, so if you were trying to access it outside of Japan, you'd be shit out of luck.
