I think it's too ambiguous. Nothing sexual has happened (yet), and there are other plausible explanations for her being restrained. When I first saw it, I was actually reminded of her abusive uncle, though it's probably not that serious.
I don't know much about the Angels from ZZZ, including their age, so not sure if loli or not. If not loli, feel free to remove the tag.

Since It did not look like loli to me also, I've removed the tag from it. Should be all fine now.

Hips aren't really that big, torso is almost cylindrical, and chest is extremely flat. The tag should definitely stay on that one.
