Shinkiro is his actual pen name he's been using since...well, forever. He never goes by his real name and signs work as Shinkiro. Seemingly the only time he's gone by Mori Toshiaki (spelled as "モリ トシアキ") was for a random manga he did the art for called "Golden Sports Times" in 1990. He's exclusively used Shinkiro ever since he started work at SNK.
