Should casting spell implicate magic

I mean it seems to have a clear connection, but before I make a BUR, I am wondering if there are any obvious exceptions.

I am sure some people also think deprecating magic as a tag might be more useful than this. But let's see what general sentiment is.

These are two distinct concepts to me. Casting spell is the action of getting ready to release magic but there doesn't necessarily have to be any magic involved such as in the case of an incantation. Though I guess those are rarer since it looks more aesthetically pleasing to show the magic involved as well.
