I don't think topless females should be showing up in is:sfw searches when their chests are fully exposed like that regardless of context. And even though it's clear to us that it's wholesome, there's some groups out there that won't see it that way. This is too much of a risk in my opinion.
I don't believe we should be lowering ratings on borderline posts just because no one responds to a rating question. If there isn't a solid justification given for it being in the lower rating, we should keep it in the higher rating. I reverted the change for now.

I didn't do it "just because no one responds to a rating question", but because I believed my judgement to correct. The lack of responses was just meant there was nothing to change my mind.
