That doesn't make sense. Cases like this are specifically what petite is designed for.

There's a limit for petite, this goes above and beyond.
Usually petite just means height of a 13 year old but clearly hit puberty.

I see nothing that makes that example go "above and beyond." The perspective may make her look a bit shorter, but if the character is clearly adolescent based on overall proportions, then the height shouldn't matter. And this is the first I'm hearing of any "height of a 13-year-old" guideline. Height can vary considerably at that age, so I don't think that's a good metric to use. The fundamental rule is:
(Obviously, this applies to normal body development, not exaggerated cases like little kids with huge boobs.)
So if you're saying "Body wise maybe not," then that's an argument for borderline, leaning petite. The shape is more important than the size.
