Both of the above were deleted despite both artists having a ton of approved works here of the same quality.

Only 6 of renata11033's works were actually approved. The rest of the active posts were uploaded by Contributors.
Rakusakugk has a much better success rate with 121 posts being approved, but that's still barely more than half of the active posts (212). Note that the 250 number you cited in your appeal reason includes the deleted posts (38).
