Im sure its entirely possible, this is a common way around these restrictions.
But these grey market approaches have a lot of issues for an American.
If you're really upset about this, screaming into this thread about how you think the site owner is lazy/lying/stupid will not solve your problems. More productive people to scream at would be payment processors or perhaps government representatives. (I'd recommend figuring out a way to do it without talking about loli porn, though.)

Yeah just do a good job for a long enough time, someone will eventually notice and promote you.
Only other way is winning a platinum raffle.

Builder rank is awarded to those who do enough to help out the site. These things include uploading, tag gardening (adding correct tags and removing incorrect tags), translating, wiki editing, and helping in the forums. Since there are multiple ways to help with the site, you don't actually need to upload anything to become Builder, though it will definitely help.
Uploading is only strictly necessary to get Contributor, which is one rank above Builder (both of these ranks and Approver have purple usernames) and gives you all the benefits of Builder as well as being able to upload without having to go through the modqueue. However, if you upload enough high-quality posts quickly, it is possible to skip Builder and go straight to Contributor. It's extremely rare, but it does happen.
Read help:users for more specific information on the different ranks and their benefits.

You can't. Your only options are to either get Platinum through raffles or to get Builder by helping out (see my last post in this thread for ways to do the latter).

I think you need to raise your expectations a little. Five tags a day is practically nothing. You'd be done in less than a minute. You'll have to do more than that if you want to get promoted in a reasonable time.
One of the admins, nonamethanks, handles a lot of the promotions and has a website to bring up potential candidates for promotion based on activity level. You can get a rough idea of what you need to aim for there. It was briefly discussed in this thread a few months ago (forum #375134).

No one is doing that outside maybe commentary request and raising k with solo plus multiple views conflict. People here tend to be active.
Try searching tags like character request or copyright request and fixing those.
