It's probably because the child is more zoomed in, making it more ambiguous. However, I think the parent is closer to petite myself.

Being short doesn't necessarily mean the character is a loli. More importantly, there isn't anything NSFW about that image.
If she looked younger but kept the large breasts, then oppai_loli could apply (which isn't a censored tag and does not have the same sexualization requirements as loli), but she looks more like a short teen at youngest to me.
