Are they accepted here? I know a couple artists I want to upload they're renditions of american characters. Also what's the consensus of anime characters drawn by Japanese artists but in American style?

If it's good art that's not explicitly prohibited by the ToS or howto:upload, it's accepted here. That said, the mod queue is subjective; I suggest uploading a few of the sort of pictures you're talking about and seeing how they're received before doing a huge filedump.

I'd say it's on-topic as long as it's drawn in an anime art style. I don't consider non-anime-related art to be on-topic just because the artist is Japanese, but sometimes that kind of thing is approved regardless.

It's an anime-related subject so it's on-topic, as far as I'm concerned. It doesn't matter whether it was drawn by a Japanese artist or not; only the art itself matters to me.
