Tag Alias: shackles -> cuffs

Aliasing shackles -> cuffs.

Reason: They seem to be pretty much the same thing: restraint devices that go around the wrists or ankles.

Implicating handcuffs -> cuffs.

Reason: Handcuffs are a type of cuff.

Is that second one supposed to be an implication? For me I took the handcuff tag to be used more for the stereotypical all metal police style handcuffs.

Hm I thought shackles was the more common word, but not here it seems. They're definitely being used synonymously. Done.
