Tag groups are nice way of familiarizing yourself with some of the more obscure tags. And you can let others learn about new ones by updating the wiki appropriately. Here's a list of the ones we have so far:

"yuri" and "yaoi" are in the sex acts section, but there are plenty of safe images that imply gay or lesbian romantic relationships, which I've been using the tags for and have seen others use the tags for. Should they be replaced with "gay sex" and "lesbian sex" and have other tags for safe homosexual romantic pictures?

I try to apply yuri to more overtly sexual pics as well, but I guess it depends. We don't have a shoujo-ai tag or anything (not in common use anyway), so I've also used it on more tame images like licking or kissing, but as with loli, we'd have to decide where to draw the line.
So, the overt activity vs the implied/depicted relationship is the question, I suppose.
My arguement is that the words imply a relationship, not an act. So you tag the act normally (like anal, fingering, vibrator, etc) and if it happens to be two girls you also tag it yuri. But you also tag yuri for two girls holding hands and staring into each others' eyes in the park. So.. yaoi and yuri should be taken out of the sex acts page and used for homosexuality whether or not there's homosexual sex depicted. Is my opinion.

That really dilutes their meaning, however.
I don't much care either way though, as it's a far less problematic issue than the loli thing.
I was of the opinion that shoujo-ai is the same as shounen-ai, not shotacon. Wikipedia agrees if that counts for anything.
We do have a "2girls" tag that I've sometimes used on yuri-ish images that are not overtly sexual.
PS: who created the tag groups anyway? Always wondered since the original wiki entries were all made by an anon.

Yes, true, use in Japan and use elsewhere (at least in English speaking fandom) are almost completely opposite. What's sexual here is not necessarily so there, and vice versa. Using the Japanese meanings isn't a bad idea or anything, so long as people know it's different from what they're used to.
It'd just be hard to get people to not tag the sexual things as yuri, but instead as shoujo-ai. So which should we go with? The accepted definitions in english speaking fandom or the less familiar (to most of us, but also the original) opposing Japanese usage?
Would it be too blasphemous to use English words when the meanings of the Japanese words are confused? We could just tag all the pics that imply female/female relationships as lesbian and save yuri for sexual acts. Same with gay/yaoi.
If that doesn't work, I vote for Boco's suggestion. The wonderful thing about a tagging system, in my opinion, is what you can do with intersections. Three pictures, one tagged sex, one tagged yuri, and one tagged yuri+sex, can mean three different things and be intuitive.
Shoujo-ai = lolicon. For Japanese terms, reference ja.wp, not en.wp.
I think Boco's suggestion makes sense, since we already have tags for sex acts, and the ratings to boot. However, a wise man once said:
The yuri mindset is: if there are two girls in the picture, they're lesbian lovers; if there's only one girl, her lesbian lover is taking the picture.
Therefore, I lean towards using "yuri" and "yaoi" for sexually explicit pictures as they currently are; otherwise, we would end up with 90% our pictures tagged as "yuri". I guarantee it.
