[Request] respecify normal tag as artist tag

I don't get why you've changed your policy in normal users being unable to change tag specifications or when that happened but it would be very kind if you could set the now normal tag /santiago as artist. I used that tag in post #335371 referring to the signature of the pic.

As a result of forum #30145, albert changed it so that members can only change tags types if the post count is less than 10. However, it looks like he got the comparison backwards; members can only change tag types if the post count is greater than 10.
