twin_braids implies twintails, doesn't it? Or am I misunderstanding one of them?
If twintails doesn't cover twin_braids, its description in the wiki should probably be clarified to explain that; there's a thousand pictures in there with twin_braids.

I believe twin_braids does not implicate twintails due to that not every depiction of twin_braids falls under twintails.
I think some of the opinions on the matter of the two tags was that they're supposed to be separate tags and that a hairstyle is either under the twin_braids or twintails hair tag, but not both.
Basically, twintails = 2x pony tail
It's not really a pony tail if the hair is braided
Also, often twin_braids are braded up front/on side of head which doesn't conform with "tail"
Basically, twintails are always in the back of the head and usually (if ever) not braded. Since twin_braids are not always behind the head and are braded, the implicating can't be done.
As far as I understand it twintails are never braided. I also wouldn't say they are always in the back of the head, they could come out the sides just as easily.
Keeping distinct hairstyles distinct makes them easier to search for. As for these sorts of hairstyles we sort of have a matrix with braidedness / number as the dimensions:
single_braid : twin_braids :: ponytail : twintails
