If we don't have a compiled list of banned artists, I'm guessing we don't have some sort of mechanism in place to automatically prevent users from uploading images from banned URLs for said artists.

Not at the moment, no. Though if something were in place people could get around it by upping from their HDDs instead, and possibly not tagging the artist which would make it very hard to keep track of whether these are being uploaded.

No, it wouldn't affect people uploading from HDD, but it would help the portion who are uploading from the original URL and don't know that the artist is banned. It would be pretty annoying to rack up deleted posts because of an artist ban hidden away in the forums, so I'm all for anything that would guard against this. And the error message that results can link to the banned list.
It seems like a simple enough check to add, if we're putting together a list anyway.
As a side note, for the convenience of people who use the upload tool, what if we created an artist entry called "do_not_upload" and attached the artists' links to it? That way it would come up automatically in the tool as a warning flag.
