I think they deserve loli tag tbh. Even though one of them has decently-sized breasts, they both have a pretty small, child-like body size.

well, one of them is reaching for his groin and the other is busy fondling his chest, so I say it's definitely suggestive. that and the child-like features of the boy could reasonably add up to shota.
