First is a well-rated yaoi image, 2nd is of no worse quality than anything else uploaded by the artist (and the last approved image by the artist is of the same character and more explicit).
There's nothing wrong with this image quality or subject-wise, and is no worse than anything else by the same artist, most of which is highly rated. I remember this image stayed unapproved for 9 days straight and had nearly 20 moderators reject it, and I never understood why.
