She looks prepubescent/undeveloped and small to me, I don't think the canon of a character has much to do with it though. Touhous are millennia in age and still often lolis for instance.
If the female character in question looks older than a toddler (age ~2) but younger than a preteen (age ~12), one shall tag the post with loli.
However, the girl in post #2303214 seems to be a little bit older than 12. She has a drawn-out torso, long upper arms and a balanced head-to-body ratio. Overall, she appears to be very delicate / petite.
I guess some people could describe the girl in this drawing as loli, but I don't get any definite loli vibes while looking at her.
