Her eyes makes her look to old for loli and the proportions don't let her look to small.
These are ones that I've periodically come across, so I've been gradually setting them aside and now there are quite a few accumulated. I tagged many already, but these seem a bit borderline to me, and I figured I should check in here first. Also, if someone wants, I wouldn't mind a confirmation that the recent ones in my tag history are correct, though I'm pretty confident that they are right.
side note: I accidentally tagged post #2001518 with both "lolo" and "loli" but since it now has the loli tag, now I'm ineligible to fix it - (oops). In case a good samaritan wants to fix that.

For all the other ones: No. A look at the face is most of the time sufficient. They may all have a flat chest, but if the eyes don't look like an extreme tareme and the shape isn't round, they all seem to old for this tag.
