Actually, she does pay him. In CoLA, when she needed the Mini-Hakkero fixed, Rinnosuke made her pay for it with a heap of scrap iron, which also happened to contain the Sword of Kusanagi. So all in all not too bad.

Reimu, however, just mooches tea off him.
