Not really. Hina is a Nagashi-Bina, a curse god that spreads misfortune. Hina, however, chooses to gather misfortune instead of spreading it because she's good girl who cares about others.
She has the innate ability of spreading misfortune because of her race/god/whatever. She just chooses to do the opposite.
