It was tagged as pokemon special by the artist. It's not very clear who's who but Special Red, Sapphire and Kotone. Kotone has their own game fans (Hibiki, Rival) right there. In my opinion, he included her in this way because she didn't appear in the manga, and so the only game charas would be GSC Silver, GSC Gold and Kotone. I hope it's clearer now.

With "GSC Silver/Gold" being "HGSS Rival/Hibiki(Ethan)", if anyone got lost.

But then, what of Eusine, Morty, and Steven? I know they've been in SPECIAL, but has Morty been seen there in his HGSS garb? *woefully behind*

I think he just mixed the HGSS charas with the special heroes. These persons you wrote are surely from the games.
