Well, isn't that's a common description of an ice fairy? Ice wings and blue clothes.. And also a girl.

Actually, most of the non-Cirno ice fairies I've personally seen are a light frosty-blue color all over. Skin, clothes, hair, wings, etc. And not many actually had wings of ice. And, I can truthfully say this is the first one with a green hair-ribbon I've come across.
