Well, skirt-flipping and generally having a desire to constantly know what underwear your "close friend" is wearing certainly doesn't make it less plausible that she's into Uiharu.
Especially when there's an overt lesbian in the same clique, so you know it's something the writers are fine with putting into the plot. (And don't tell me Kuroko isn't a lesbian when she outright tries to use aphrodisiacs/date rape drugs on Mikoto and waits for her in bed in skimpy thongs. There's absolutely no way to interpret that as anything but Kuroko wanting to have sex with Mikoto.)
It's a plausible theory to say that Saten is a "good"/loving/mutual lesbian pair with Uiharu, as a contrast to Kuroko's insane stalker lesbian. It has no outright canon affirmation, and could just be fanboys looking for yuri everywhere, but it's not the most ridiculous theory, and it's not like canon facts have ever stopped fanon before.
(And also, yes, Sena is clearly bi - she's overtly sexually attracted to both the main character and his little sister.)

No denying Kuroko is a lesbian... but the presence of one does not make the presence of more likely, unless it's yuri genre - which I really don't think Railgun is. Indeed I suspect some authors might throw a gay character in to appease the interest group to try and detract from rampant non-canon homosexual shipping (distinct from other shipping in that it changes an important character trait).

I'd rather say it has no canon affirmation, and you'd think there'd be a little more progress between them. I find it implausible (not to mention bad storywriting) that there would be a relationship between main characters going on completely off screen.
I agree that canon has never stopped fanon, of course. That's rather my point in protesting about it. You could say I have a chip on my shoulder about this - as a strait, secular man for whom lesbianism is *not* attractive, I'm in an unrecognised minority. :P
