    Whoever drew this is much better than Shinkai, I think. This doesn't have any sort of smooth CG effect like his work, either.

    this is a work by Akihito Tsukushi, the degree of detail in his works are incredible, personally i think his pencil works are even better.

    Even though I'm not familiar(yet) with his work, I really agree with what Anon said. Just from what I have seen from Tsukushi, (5 or 6 drawings so far) he is very meticulous when it comes to detail. I imagine he tries not to focus too much on one thing, and rather pays equal attention to the whole piece, giving it an overall even look.
