it's odd that Rei's doing that consider A) her character and B) the implication that she's bigger between the two girls.

Meh, Rei and Asuka's cup sizes vary so much from shot to shot in the various pieces of canon that it's impossible to tell for certain who's supposed to be bigger.

I think she's wondering what the heck Asuka's doing.

This makes no sense because in reality Asuka have the smallest breasts size out of the female pilots while Mari Illustrious Makinami has the biggest.
