I think Kogasa might be counting on the printing company to recall their print from the other circle and send double the amount to them. The printing company can't rely on the other circle to return the books in time, and most certainly has to reprint them. But they have no reason to send double the amount of books if Kogasa didn't ask them.

My guess is they just printed off the other circle's books because they forgot to change the template on the printing press.
In other words, Kogasa's book never got printed. He was hoping it was just a shipping error.
