Technically she's classified as a Saber under the servent rules, but she's also the Supervisor of the holy war. So she's also classified as a Ruler.

You shouldn't decide her class based on her weapons but her stats since she never really a "fighter" known for her prowess with any type of combat.
Servants can also get cast into different roles. Remember when they said Heracles could have be come an 'archer' just as easily as 'berserker'? the grail ritual changes them while they're participating.

Heracles could be anyone but Caster, as it was told. Same time Cu Chulain was stated to be possible Beeserker or Rider. Arthria can be Saber or Lancer. Also, wellknown Gilgamesh can be anyone but Assassin. So, it's clear that some heroes can be summoned under different classes. But on the other hand, those who can be summoned under the 1 class only are the best of the beat in their speciality. Same as Medea with her High-speed Divine Language and nearly unlimited mana capacity, teleporting, etc.
