Almost certain this is a genderswap of Metal Man due to the earrings and having seen those a lot, but I can't read pixiv tags

The current Blues_(Rockman) tag is correct. Several earlier depictions from the artist of this genderswapped character are tagged as Blues on pixiv.

The earrings are in pretty much all of the images of this particular genderswap, excluding the ones where the helmet's being worn. I'm pretty sure it's a shipping/friendship thing as proto man and metal man are pictured together in a fair number of this artist's images.
