Well, Misaka has made it abundantly clear she does not swing that way, and Kuroko blatantly ignores her. The situation is the Kuroko tries to force herself on Misaka and Misaka fries her for it. Repeatedly. So yeah, Miaka is free to pursue whoever she wants, and can ignore Kuroko's opinion in the matter. I'd watch Index if I were you, btw. It's quite a good show.
