It indeed looks like Minakata Sunao's drawing style (especially that huge hair), but the coloring is kind of different. Well, the artist uses English, and the Pixiv comment is that it's "Just a portion of another's picture". Maybe he cropped it? Anyway, the artist name would be either aqua_xiaox or daishengqi, I guess.
